Student representatives will be balloted today on whether the Union of Students in Ireland should continue with its policy of campaigning for free third-level fees, or change its stance.
The union's annual congress takes place in Galway over the next four days - where more than 300 motions will also be voted on - including issues such as bond holders, alcohol pricing and the Croke Park Agreement.
A new president and officer board will also be elected.
Current president Gary Redmond, who will hold the position until July, has said the union will determine if an alternative campaign in relation to college fees should be pursued.
